Eight years after its Presidency of the Council of the European Union, Estonia takes pride in the legacy of its EU2017 agenda, which laid a foundation for significant advancements across the Union. With the rapid pace of digital transformation and geopolitical challenges shaping today’s Europe, Estonia’s presidency priorities from 2017 remain more relevant than ever.
A Digital Vision Realized
Estonia’s push for a “Digital Europe” in 2017 has become a cornerstone of the EU’s modernization. The call for the free movement of data and robust digital frameworks led to critical EU policies, including the Digital Markets Act and enhanced cybersecurity measures. The Estonian presidency also championed e-governance and cross-border digital services, which are now fundamental to EU citizen interactions.

Today, EU businesses benefit from simplified regulatory frameworks and greater access to global markets, fulfilling Estonia’s vision of an inclusive and competitive economy.
Sustainability on the Agenda
Environmental issues played a central role in Estonia’s 2017 EU Presidency, reflecting a growing awareness of the need for sustainable development across Europe. During its presidency, Estonia emphasized the importance of aligning economic growth with environmental protection and advocated for policies that would lay the groundwork for a greener, more resilient Europe.
One of the key aspects of Estonia’s approach was promoting clean energy solutions and advancing discussions on the transition to renewable energy sources. Recognizing the pressing need to reduce reliance on fossil fuels, Estonia prioritized initiatives that would encourage investments in renewable energy infrastructure and innovation. These efforts laid the foundation for the EU’s comprehensive energy policies, such as the Clean Energy for All Europeans package, which was later adopted to ensure the Union’s leadership in the global energy transition.

These early conversations paved the way for the EU Circular Economy Action Plan, a vital component of the European Green Deal, aimed at creating sustainable growth while preserving natural resources for future generations.
In addition, Estonia worked to bring attention to the challenges posed by climate change, calling for greater cooperation between EU countries to meet global climate commitments under the Paris Agreement. The presidency promoted enhanced funding for research and innovation in green technologies, which has since contributed to breakthroughs in areas like energy storage, sustainable agriculture, and carbon capture.
The Estonian Presidency also emphasized the role of digital tools in sustainability, a forward-thinking strategy that linked its focus on digital innovation with environmental goals. By advocating for the use of smart technologies in areas such as energy management, urban planning, and transportation, Estonia underscored the potential for digital solutions to drive both economic and environmental progress.
These efforts have had a lasting impact, contributing to the EU’s long-term climate commitments, including the European Green Deal, adopted in 2019. The Green Deal has since become a pivotal framework for reducing carbon emissions, aiming to make Europe the world’s first climate-neutral continent by 2050.
